In Scandinavia, when the state builds, a percentage (typically 0.5-1.5%)of total construction costs is allocated for art. This pioneering policy ensures creativity becomes an intrinsic component of the built environment rather than an afterthought. However, the spatial implications and artistic dimensions that result from this public funding mechanism are rarely studied.
